POTTERHANWORTH PARISH COUNCIL

Minutes of Meeting held on Monday 26th June 2006 at 7.30pm
in the Pavilion, Queensway, Potterhanworth

1. Public Open Forum

Five members of the public and District Councillors Frost and Duncan were present.

Councillor Frost introduced District Councillor Duncan to the meeting. Councillor Duncan had recently been elected to NKDC for the Branston and Mere Ward.

Councillor Frost reported that she had contacted NKDC Environment Department regarding the fowl kept on Queensway.
Councillor Frost updated the meeting on the dental shortage in the county and said that interviews would be held shortly for additional posts.

Malcolm Hawes reported that five bottles had recently been left on the playing field alongside the football pitch. The Pavilion Management Committee would contact the football team. John Eversfield and Councillor Holmes both reported numerous other glass bottles left on the playing field and also broken glass found in the play park. The clerk would place a note in the Grapevine.

Malcolm Hawes raised the issue of Youth Parish Council schemes that operate elsewhere in the country and whether the Parish Council would consider such a scheme. Councillor Mountain would draft a note for display at the forthcoming Summer Fete to gauge youth interest in the village.

3. To Receive Declarations of Interest

The Chairman declared a personal interest in agenda item 7, Plot 4 & 5, Church Farm, Church Lane. Councillor Thew had earlier declared a personal interest in agenda item 7, Erection of dwelling at Friars Orchard.


4. Minutes of the Meeting held on 5 June 2006

The members received the Minutes of the meeting held on 5 June 2006.

It was resolved that the minutes of the meeting held on 5 June 2006
be approved as a correct record and signed by the Chairman.


5. Matters Arising

A replacement post for the damaged kissing gate will be obtained shortly by Councillor Holmes.

The clerk had written to Serviceteam regarding the poor standard of cut. Since the letter, Serviceteam have now cut the grass verge along Barff Road upto the 30mph sign and also cut along Cross Street.


6. Correspondence

• Notification that the village had progressed through to the second round of the Best Kept Village and judging will be held in July with the final round judged in August.
• Letter from NKDC regarding car parking on Council Housing sites. NKDC were asking for comments on any parking issues at each of the housing sites in the district. The clerk would return the survey noting that cars are sometimes double-parked along Queensway at the turnaround, and some cars are parked on the grass verges.
• Notification from Lincs County Council Highways that the culvert along the B1202 Potterhanworth to Nocton road is damaged (near the turnoff to Wasps Nest). A temporary road closure maybe necessary shortly.


7. Planning Applications

• Pitched roof over existing garage and dining room and extension to outbuilding, Baytree House, Station Road

No comments or objections raised.

• Conversion of barn to dwelling (Barn B) including erection of garage and store, Red House Farm, Main Road

No comments or objections raised.

• Erection of dwelling and garage (reserved matters), Land adj to Tally Ho, Barff Road

Commented that the property was too large for the plot and that building work had already commenced prior to planning consent having been received.

• Erection of dwelling (revised design), Plot 4 Church Farm, Church Lane

No comments or objections raised. nb The Chairman had declared a personal interest re this application.

• Erection of dwelling (revised design), Plot 5 Church Farm, Church Lane

No comments or objections raised. nb The Chairman had declared a personal interest re this application.

• Erection of dwelling (revised design), Land at Friars Orchard, Nocton Road

Commented that the property was too large for the plot and that there was poor visibility on the bend of the road where the access point to the property is planned. Nb Councillor Thew had prior to the meeting declared a personal interest re this application.

Since the last meeting approval had been granted by NKDC for the following applications:

• Conversion of barn to dwelling, barn adj Joiners Cottage, Barff Road
• Erection of side extension, The Conifers, Barff Road

The application to demolish a bungalow and erect a pair of semi-detached dwellings at Numgambakkum, Plough Hill had been withdrawn.


8. Update on purchase of skateboarding equipment

The clerk reported that he had applied for funding to the Awards for All scheme. The clerk based the total expenditure at £5,000 with a grant for £3,500 requested. The remaining £1,500 would be met by the Parish Council and fundraising monies. A decision should be received in August.


9. To discuss quotes for repairing tennis court fencing

The clerk had obtained a further quote for the removal of fencing around the car park end court and repositioning around the second court. The quote was £1,150 excl VAT. This compared to £675 excl VAT for the repair of the damaged car park end fence and retensioning of all the remaining fencing.

After discussion, Councillor Mountain proposed that the £675 quote be accepted. Seconded by the Chairman. Unanimously agreed.


10. Points arising from Village Walk

The Parish Councillor reviewed the report prepared by Councillor Andrews, following the inspection of the village by Councillors Andrews, Mountain and O’Leary on 22 June. The clerk would write again to Highways concerning the poor state of the road surface at the junction of The Park and Nocton Road.

11. Pavilion Committee/Fund Raising Report

The recent Barn Dance held on 17 June was again a success with approximately 177 tickets sold and net profit around £780. The next fundraising events planned are the Car Boot sale on 1 July and the Summer Fete on 15 July.


12. Accounts for Payment

Per the attached sheet prepared by the Clerk. Proposed by Councillor Mountain and seconded by the Councillor Andrews. Unanimously agreed.


13. Date of next meeting

The next Parish Council meeting is to be held on Monday 31 July 2006 in the Pavilion at 7.30pm.

There being no further business, the meeting closed at 9.10 pm.
